Cook noodles al dente; drain & set aside. Heat oil in large skillet. Cook onion and garlic. Stir in chili flakes & powder. Add ground beef and peppers. Sprinkle flour over meat. Stir well. Cook 3 minutes. Add milk. Bring to a boil. Add tomatoes, breaking them with a spoon. Add pepper, noodles and parsley. Serve with crusty rolls
